Background
The issuance of the Department of Budget and Management (DBM) and Department of Health (DOH) Joint Circular No. 2013-1, "Revised Organizational Structure aNd Staffing Standards for Government Hospital CY 2013" pave the way for the creation of Finance Services and inclusion in the organizational structure of East Avenue Medical Center in 2014.
This is headed by MS. MARIETTA M. CRUZ as the first Chief Financial Officer with the plantilla of Financial and Management Officer II with Five (5) staff directly under her.
The Finance Service is composed of Three (3) sections namely: Accounting Section, Budget Section and Cash Operation Section and the Billing, Philhealth and Claims Unit which is under the Accounting Section. The sections and unit are headed by MR. JOHN JAMES B. ALEJANDRO, Accountant IV, MS. LIEZL Z. RAPER, Supervising Administrative Officer, VICTOR C. MANZAN, Supervising Administrative Officer, and MARLON CARLO T. AGUSTIN, Administrative Officer V respectively.
Furthermore, the Finance Services has designated a Quality Team in charge of standardizing its PGS and ISO Quality Management System with the following coordinators VICENTE Q. TADEO IV, Administrative Officer IV, BERNADETTE P. CADORNIGARA, Administrative Officer III, and ROBERT J. DE JESUS, Administrative Officer IV. The Finance Services is the brainchild behind the creation of the EAMC Provident Fund Committee and the Rental Rate Review Board and continuous to innovate its services to better serve the growing East Avenue Medical Center agency.
Vision, Mission, and Objectives
DOH together with the hospital administration as policy makers acknowledge the importance of strengthening the financial management systems in hospitals and other healthcare facilities.
The primary objectives in the establishment of a Finance Service in health care institutions are:
- Strengthen the capacity to manage public funds effectively adn efficiently as Stewards of Resources.
- Be financially stable to sustain the implementation of the different program's projects and activities; and
- Ensure that the programs are within the bounds of laws and regulations.
The FS also aims to provide an effective financial management system in hospital operations, providing leadership in delivering proactive financial services including sound financial controls and effective and efficient use of resources.
The FS shall be recognized as an integral component in the healthcare organization providing the highest level of service consistent with the local and international standards, statutory laws, and regulations. Thus, the Finance Service enVISIONS:
To be Recognized as an Excellent Provider of Finance Services to the Health Care Institution, Compliant to Local and International Financial Standards.
